Baltimore Gas and Electric Company Encourages Qualifying Customers To Attend Energy Assistance Expo in Chesapeake Beach

Event is for customers whose service is on; Off-service customers should contact their local Office of Home Energy Programs

BALTIMORE, Nov. 18, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today announced it is hosting an Energy Assistance Expo to help customers who may qualify for energy assistance. The Expo takes place Wednesday, Nov. 18, from 10:00 a.m. – 3:00 p.m. at the Northeast Community Center, 4075 Gordon Stinnett Ave., Room C, Chesapeake Beach, MD. The Southern MD Tri-County Community Action Committee, Northeast Community Center – Chesapeake Beach and the Office of Home Energy Programs (OHEP) are partnering with BGE on this event. This event is specifically for customers whose service is on. Customers whose service is off should contact the Southern MD Tri-County Office of OHEP.

“BGE’s ongoing efforts to reach out to our customers and help them access energy assistance dollars is just one way that we are helping our customers manage energy costs,” said Jeannette M. Mills, senior vice president of customer relations and account services for BGE. “During the Expo, our customers in Southern MD will not only receive assistance with the application process, but they will also get information on how to make their homes more energy efficient and reduce energy usage. Information on the many offerings of BGE’s Smart Energy Savers ProgramsSM will also be available.”

Customers who have not qualified for energy assistance in the past are encouraged to attend the Expo as income guidelines have changed. New income eligibility guidelines for the current enrollment period are as follows:

The Expo takes place Saturday, Nov. 7, from 9:00 a.m. – 1:00 p.m. at Baltimore City Community College, 2901 Liberty Heights Ave., Baltimore, MD. The Office of Home Energy Programs (OHEP) and the Office of State Senator Catherine Pugh are partnering with BGE on this event.

“Once again BGE is reaching out to its limited income customers and strongly encouraging them to apply for energy assistance before the start of winter and before they find themselves in crisis. Baltimore Gas and Electric Company Anticipates Vast Majority of Customers Affected by High Wind Should be Restored by Thursday Morning Service already restored to more than 35,000 customers

BALTIMORE, Oct. 7, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of
Constellation Energy (NYSE: CEG), today announced it expects to have service restored to the vast
majority of customers affected by today’s fast moving wind storm by tomorrow morning. However,
there may be some scattered isolated outages that continue into tomorrow afternoon. The hardest hit
areas were Baltimore and Anne Arundel Counties and Baltimore City.
“BGE crews were deployed as soon as wind-related outages began appearing on our system this
afternoon,” said A. Christopher Burton, senior vice president for gas and electric operations and
planning for BGE. “Most of the outages were caused by trees and tree limbs falling onto power lines,
interrupting service. Our crews have worked very aggressively to restore our customers as safely and as
quickly as possible.”
BGE’s service territory experienced high wind with gusts approaching 50 miles an hour in some
areas. While the wind has essentially moved out of BGE’s Central Maryland service area now, the utility
will continue monitoring weather conditions and is prepared to address new outages should they occur.
Just as BGE prepares for potential power outages, customers should also be prepared for service
interruptions. Customers are encouraged to keep the following items readily available:
Flashlights – not candles
Fresh batteries
Battery operated clock radio

Corded telephone
Fully charged cell phone
Non-perishable foods
Blankets
Customers also should consider filling the fuel tanks of their vehicles in the event a power outage
affects service to neighborhood gas stations. For our customers who rely on well water, filling a bathtub
with water in advance of severe weather is strongly encouraged. Customers using a generator or space
heater should follow manufacturer instructions and be sure to locate generators in well-ventilated areas.
Additionally, customers with special needs such as those who may be elderly, handicapped or
dependent on electricity for medical equipment, should have alternate arrangements in place should they
experience an extended power outage. BGE's restoration priorities are public safety issues and critical
facilities, such as 911 centers, hospitals and pumping stations. Then restoration is generally scheduled so
that the greatest number of customers can be restored as quickly and as safely as possible. However, in
cases of extended power outages, consideration is also given to customers who have been without

Baltimore Gas and Electric Company Reminds Customers to Use Power Prudently During Extreme Temperatures

BALTIMORE, Aug. 10, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today announced that customers should use power prudently during the extremely hot weather. BGE expects to have enough power to supply its customers, but conservation is always helpful, especially during periods of increased demand.

“While BGE expects to have enough electricity to meet the heavy demand for power, customers are being asked to use energy prudently, especially between 1 p.m. and 7 p.m. when demand for electricity is highest,” said Jeannette M. Mills, senior vice president of customer relations and account services, BGE. “Because overall usage has been down mostly due to the milder weather, it is unlikely that a few days of extreme weather will significantly impact usage this summer when compared to last summer.”

Due to lower than average temperatures and a decline in demand in recent months, BGE has not activated its PeakRewardsSM, program and it is unlikely that the program will be activated today or tomorrow. However, PeakRewardsSM customers continue to receive bill credits of up to $200 just for participating in the program.

Electricity conservation measures include but are not limited to:

· Setting air conditioner thermostats higher than usual if health permits

· Closing curtains and blinds to keep the sun out and retain cooler air inside

· Delaying the use of major household appliances like electric stoves, dishwashers and clothes dryers until after 9 p.m.

· Turning off non-essential electric appliances and equipment

Baltimore Gas and Electric Company Continues Working to Restore Electric Service to Customers Affected by Sunday’s Fast Moving Storms

BALTIMORE, July 27, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today announced that crews continue to restore service following yesterday’s powerful thunderstorms. While the utility expects the vast majority of customers will have power restored by late Monday evening, it is possible that restoration work will continue into Tuesday morning due to extensive damage caused by downed trees and tree limbs. The hardest hit areas of BGE’s service area were Baltimore, Carroll and Harford Counties with Baltimore County sustaining the most damage.

“BGE crews have been working around-the-clock to restore service to customers throughout our service area and will continue working throughout today and into tomorrow morning to ensure all customers are restored as quickly and as safely as possible,” said Stephen J. Woerner, senior vice president of gas and electric operations and planning, BGE. “The heavy rain, high wind and lightning associated with this powerful and fast moving storm caused many large trees and tree limbs to fall onto our electric equipment causing outages. Tree-related damage may extend the restoration process since the debris must first be removed before electric equipment can be repaired or replaced. We thank our customers for their patience.”

With severe weather in the forecast for later today this week, there is the possibility that new outages will occur over the next several days.

“We will continue to monitor approaching weather, particularly in the afternoon timeframes,” said Woerner. “That said, BGE remains focused on storm operations and will continue to restore service as quickly and as safely as possible.”

Just as BGE proactively prepares for storms, customers are strongly encouraged to also be ready for power outages. The best way for customers to prepare is by creating a storm kit to have on hand should they experience a power outage. The following items should be included in the kit:

o Flashlights – not candles
o Fresh batteries
o Battery-operated clock radio
o Corded telephone
o Fully charged cell phone
o Non-perishable food
o Blankets

Customers should also consider filling fuel tanks of their vehicles in the event a power outage affects service to neighborhood gas stations. The safety of BGE’s customers and employees is always the utility’s top priority. Customers should avoid downed power lines and report them immediately by calling 1-877-778-2222. Customers should also call this number to report power outages where downed wires are not apparent. Only qualified BGE personnel or contractors are authorized to remove debris from power lines. Customers should never approach downed wires for any reason.

Once service restoration begins, BGE’s priorities are public safety issues and critical facilities, such as pumping stations, 911 centers and hospitals. Then restoration is generally scheduled so that the greatest number of customers can be restored as quickly and as safely as possible. However, in cases of extended power outages, consideration is also given to customers who have been without service for the longest. As of 8 a.m., service to more than 73,000 customers had already been restored and the utility is confident the vast majority of remaining customers should be restored by this evening.

“BGE began watching this storm several days before it reached our Central Maryland service area and proactively identified the resources necessary to respond,” said Stephen J. Woerner, senior vice president of gas and electric operations and planning, BGE. “While crews worked through the night to restore service and will continue working until all service restored, we remind customers that the number and size of large trees that have caused many of the outages could extend the restoration process for some customers. The time and labor intensive process of removing tree debris must be completed before electric equipment can be safely repaired or replaced. We thank our customers for their patience.”

Baltimore Gas and Electric Company Reminds Customers to Contact Miss Utility to Avoid Dangerous and Costly Damage to Underground Utility Equipment

 

BALTIMORE (April 10, 2009) –

Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today reminded customers to call 811, the Miss Utility hotline, to have underground utilities marked before any digging project begins. Failure to call before digging increases the chance of striking an underground facility which can cause injuries and service interruptions.

“With the spring planting season upon us, now is the perfect time to remind our customers of the importance of having underground gas and electric lines and other utilities marked in advance of a digging project,” said Thomas C. Baldwin, supervisor of damage prevention for BGE and member of the Maryland/D.C. Damage Prevention Committee. “We strongly encourage everyone to call Miss Utility before beginning any project that involves digging, including private residential property owners who are not legally required to call. Even planting flowers, shrubs or a new garden may present a danger if underground facilities in the area are not clearly marked.” In addition to injuries, damage to BGE’s underground facilities can result in thousands of dollars in emergency repairs and loss of service to customers. While BGE works very closely with professional excavators to ensure proper procedures are followed prior to excavation, it can be very challenging to convey to residential customers the importance of calling 811 before the start of a digging project.

The Federal Communications Commission-designated 811 number was created in 2007 to eliminate the confusion of multiple Call Before You Dig numbers across the country. When an individual calls 811, the appropriate local utilities will be notified, and technicians will be scheduled to visit and mark the locations of underground facilities in the area where the digging project is planned.

EEI HONORS BALTIMORE GAS & ELECTRIC WITH ‘EMERGENCY ASSISTANCE AWARD’ FOR OUTAGE RESTORATION HELP

 

WASHINGTON (March 11, 2009) – The Edison Electric Institute today honored Baltimore Gas & Electric Company (BGE), a subsidiary of Constellation Energy, with the association’s “Emergency Assistance Award” for outstanding efforts to assist fellow utilities in restoring electric service this past year.

The award is presented annually to U.S. and foreign-based member companies to recognize outstanding efforts in restoring electric service that has been disrupted by severe weather conditions or other natural events. Winners were chosen by a panel of judges following an international nomination process, and the awards were presented today during EEI’s Spring CEO meetings.

BGE assisted with recovery efforts in more than six states this past year, providing relief to other utility companies following winter ice storms and hurricanes.

BGE provided a 268-person crew that worked a total of 59,077 man-hours to help restore service following a devastating ice storm that knocked out power to Public Service of New Hampshire customers and National Grid customers in Massachusetts.

The Baltimore-based utility also provided assistance to five different power companies during most of September after three separate hurricanes struck parts of Alabama, Louisiana, Texas and Ohio. On September 3, 2008, Hurricane Gustav hit the Gulf Coast, making landfall in Louisiana, while at the same time Hurricane Hannah was threatening the East Coast. BGE released 127 overhead line personnel to Alabama Power, Cleco and Entergy, and another 57 tree personnel to Cleco to assist in recovery efforts following Gustav. Because Hannah did not impact BG&E’s service territory as badly as had been predicted, the company was able to redirect many more restoration workers back to the south to prepare for Hurricane Ike. Some workers were dispatched to Texas, while others worked to restore power in Ohio.

The busy hurricane season led BGE to expend 165,503 man-hours in the effort to aid fellow utilities.

“BGE has worked tirelessly all year to come to the aid of its fellow utility companies, providing critical resources throughout several states,” said EEI President Thomas R. Kuhn. “The work by BG&E is representative of our industry’s commitment to getting the lights back on after any kind of severe weather event.”

Additional Outages Likely Throughout the Day as Snow and Wind Continue


BALTIMORE, March. 2, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today announced it has already restored electric service to approximately 18,000 customers since the start of storm operations Sunday evening. However, the utility expects customers to experience new outages until the precipitation and wind end later today. Additionally, due to challenging driving conditions, restoration times may be extended as crews travel on snow and ice covered roads. The primary cause of today’s outages has been ice and snow weighing down trees and tree limbs, bringing them down on power lines.

 

“BGE began seeing weather related outages on its system last night and has been working continuously to restore customers as safely and as quickly as possible,” said Stephen J. Woerner, senior vice president of gas and electric operations and planning for BGE. “While customers throughout our service area have experience outages, the hardest hit areas have been Anne Arundel, Calvert and Harford Counties. We thank our customers for their patience.”

Just as BGE prepares for potential power outages, customers should also be prepared for service interruptions. Customers are encouraged to keep the following items readily available:

Flashlights – not candles
Fresh batteries
Battery operated clock radio
Corded telephone
Fully charged cell phone
Non-perishable foods
Blankets

Customers also should consider filling the fuel tanks of their vehicles in the event a power outage affects service to neighborhood gas stations. For our customers who rely on well water, filling a bathtub with water in advance of severe weather is strongly encouraged. Customers using a generator or space heater should follow manufacturer instructions and be sure to locate generators in well-ventilated areas.

Additionally, customers with special needs such as those who may be elderly, handicapped or dependent on electricity for medical equipment, should have alternate arrangements in place should they experience an extended power outage. Maryland Seeks Partners in First-of-its-Kind Initiative to Jumpstart Large-Scale Renewable Energy Projects
 
2/16/2009) - (2/16/2009) - Governor Martin O’Malley, in partnership with the University of Maryland, today announced a new initiative to spur large-scale, commercial renewable energy projects in the state.  Called “Generating Clean Horizons”, Maryland is teaming up with county, university, and municipal partners to use their combined market power to jumpstart new commercial renewable energy projects.  Toward this end, Maryland issued a request for proposals today offering long-term power purchase agreements to clean energy developers that can place renewable power on the grid in Maryland by 2014.
 
“Our State is a leader in clean energy, and Generating Clean Horizons is one more step towards a Smart, Green and Growing Maryland,” remarked Governor O’Malley. “With the combined resources of strategic public and private partnerships, we will continue to bring more green jobs to our communities and lead by example for other States.”
 
Generating Clean Horizons is another step toward achieving the ambitious energy goals established by the O’Malley-Brown Administration.  Last year, Governor O’Malley successfully championed the EmPOWER Maryland Act, which aims to reduce energy consumption 15% by 2015, and more than doubled Maryland’s renewable portfolio standard to require that utilities purchase 20% of their power from clean energy sources by 2022.
 
“This is an exciting opportunity for a new kind of clean energy collaboration in Maryland,” noted MEA Director Malcolm Woolf. “We hope to leverage the state’s own electricity needs with clean energy developers’ desire for long term contracts to reduce capital costs. The tremendous level of interest from public and private entities demonstrates that Marylanders are ready to embrace greener solutions to our energy challenges.”

Mutual Assistance Following Snow and Ice Storms in Kentucky and Ohio

Approximately 210 company and contract personnel departing this morning

BALTIMORE, Jan.29, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today announced that approximately 210 company and contract linemen and support personnel will be leaving Maryland for Kentucky and Ohio to assist with service restoration following severe snow and ice storms which interrupted electric service to hundreds of thousands of customers in that area.

Crews will be leaving from multiple locations at approximately 5:30 this morning and will be providing assistance for approximately one week.

“BGE was spared the brunt of this recent storm and as such is able to lend a hand to utilities that weren’t so fortunate,” said Stephen J. Woerner, senior vice president of gas and electric operations and planning for BGE. “As always, we continue to monitor the weather and remain prepared to address any weather related outages should they occur in our Central Maryland service area.” This is BGE’s first mutual assistance assignment in 2009 but the fifth in the past six months. In December, crews were deployed to New Hampshire and Massachusetts following ice storms there. Crews assisted utilities in the Texas Gulf Coast and Cleveland, Ohio in September following Hurricane Ike.

BGE is part of a mutual assistance network of utilities and stands ready to respond following severe storms or other emergencies that lead to widespread service interruptions outside of its Central Maryland service territory. All costs associated with responding to a mutual assistance requests are the responsibility of the requesting utility.

Manage Energy Usage During Cold Weather
Customers can expect seasonal increase in bills associated with increased usage



BALTIMORE, Jan. 27, 2009 – Baltimore Gas and Electric Company (BGE), a subsidiary of Constellation Energy (NYSE: CEG), today announced actions that customers can take to reduce natural gas and electricity usage brought on by colder temperatures, which will help reduce the impact of extreme winter weather on heating bills.

“It is not uncommon for customers to experience an increase in energy usage and bill amounts during this time of year, when temperatures are typically at their coldest,” said Jeannette M. Mills, senior vice president of customer relations and account services for BGE. “The increase in usage has a direct impact on customer bills and applies to customers who heat their homes with natural gas as well as customers who have electric heat.”

Customers should remember that even if the thermostat is set at a fixed temperature and never changed, usage will increase just to maintain the set temperature, if the weather gets colder. The colder it is outside, the harder and longer the heating system has to work to maintain the temperature setting.

Additionally, all homes are different, even those that look the same or similar. Factors affecting usage include but are not limited to insulation; location; sun exposure and shading; efficiency of appliances, windows and doors; window treatments as well as how electricity and natural gas are used by the occupants and the number of occupants in the home.

BGE recommends customers consider taking the following action to reduce usage and better manage their energy bill:

• Lower the thermostat. For every degree the thermostat is lowered below 73° customers can save two to four percent in heating costs.

• Decrease hot water usage. Heating water is the second biggest energy user in the home.
o Long showers can use 20 gallons or more of hot water.
o Consider washing clothes in cold water.
• Use foil tape to close loose seals and gaps in heating system duct work to prevent heat from escaping.
• Keep blinds and curtains open during the day to let the sun’s warmth in.
• Close blinds and curtains at night to keep the cold air out.
• Install compact fluorescent light bulbs (CFLs) which last up to 10 times longer and use 75 percent less energy than incandescent bulbs.
• Enroll in BGE’s Budget Billing program. It’s free and spreads the annual bill into 12 even monthly payments subject to periodic adjustments for actual usage. Budget Billing customers are not as affected by seasonal changes in usage.
